Found the SBU Community from EqualizerAPO forum.
I come here looking for something compatible with EAPO to upmix to 5.0 stereo FLAC files by DSP using a link found there.
Unfortunately my english is not sufficient to understand what to do.

and download SpecWeb

1) Unzip to a folder
2) In the folder, open the Install folder and double click Install_SpecWeb.bat. That will install and put three shortcuts on your desktop
3) Drag and drop a stereo flac file onto the shortcut SpecWeb. When it asks for "Enter Options or hit return to accept all defaults" press the return or enter key.

You will get a 5.1 flac file like "your_song_title-mch.flac" in the same directory as your stereo file.

That's it.
